Can Transforming Churches Be Fixed? Part 3: Correcting Errors (II)

Fixing Transforming Churches (Abandon Questionable Prescriptions):
It has been thoroughly and amply demonstrated that several of TC's prescriptions are most troubling and harmful. Some are of questionable value at best. These ought to be eliminated from future prescriptions.

  1. Accountable Leadership Model: This dangerous prescription should be scrapped for the reasons stated in Scott Diekmann's report. Training and minor corrections can be made without turning the congregation upside-down. (A suggested replacement is offered below).
  2. Numerical conversion goals: Although this is a part of the Accountable Leadership Model, it needs to be addressed separately. It seems inconceivable that an ordained LCMS pastor would teach this blasphemous practice, yet it has been known to happen. This may be the most damaging aspect of TCN, and should be abolished. If the coach/team leader presents this concept, his ecclesiastical supervisor ought to be informed, and appropriate action taken. Furthermore, any congregation that has received such instruction should receive an in-person apology from the coach/team leader with a review of the proper teaching about the Holy Spirit's work of conversion.
  3. The "Season of repentance", and "day of repentance": These have a somewhat manipulative, almost revival-like quality. One can easily envision Finney's "anxious bench" at the front of the church. This is nothing more than identification repentance—or "the sin of the week", as one person has described it. Each person can and should repent of only his own sins. Repentance is to be preached—Jesus commanded it, and a "Day of Repentance" has a precedent in the LCMS–Walther preached more than one sermon for such an occasion. However, as used in TC this is not only a technique for "firing up" the congregation, but clearly a form of penance or "satisfaction" for sins (see A.C. XII). Cut out this prescription, and faithfully preach biblical "repentance and forgiveness of sins" (Luke 24:47).
  4. Vision: The visioning process has been shown to be dangerous. Whose vision is it really—how do we know it is truly "God's vision?" Is not Christ's vision for His church apparent in Scripture? Is not each congregation, like each believer, to "blossom where it is planted?" In every place, every neighborhood, opportunities for ministry and mission abound—we only have to look around us, using our God-given abilities to see and discern: we are, as Rev. Harold Senkbeil has said, "an oasis of life in a desert of death." Delete the visioning process.
  5. Triads: Small groups go back to the early days of Pietism. In the TCN model, the three members of a triad are (1) an experienced member, (2) a recent convert, and (3) a non-member, perhaps non-Christian. The participants read through several chapters of the Bible, then meet to discuss what they've read. The TCN leader has instructed the participants to ask, "What does this passage say to me?" This is a very dangerous way to study scripture, leading to all sorts of mischief. Furthermore, small groups (Triads included) can easily become cliquish and self-serving. Where is the corrective in such Bible study—when is the pastor consulted for the proper interpretation of scripture?
  6. Removing Obstacles to Growth: In Direct Hit, Borden says that the congregation must rid itself of "alligators and bosses"—members who stand in the way of the TC process. Although this had not been made part of any specific congregational prescriptions, the TCN literature alludes to it. (A similar suggestion is made in the recent "Funding the Mission" Task Force report.) We are the Body of Christ—not General Motors: such suggestions have no place in the church.
  7. TC Threats: Get rid of the threats, implied or stated. More than one congregation has reported having been told that, if they do not adopt the TC program, they will soon have to close their doors. Paul Borden himself appears to have consigned at least one congregation (not Lutheran) to God's judgment if it does not adopt his prescriptions. (http://www.tinyurl.com/dlftzv) The Law is not our friend, and such threats undermine the life-giving Gospel.
  8. Misleading promises and statements: TC promises conversion growth, increase in worship attendance and giving, among other things. This is patently misleading, and gives false hope to struggling congregations and pastors. It is nothing but hype. The statement, "A Transformed Church is regularly and consistently 'making new disciples who make new disciples'" must also be dropped. It sets the law against the gospel, denies the power of God's word, and gives false hope, setting congregations up for disillusionment. These promises and statements need to be eliminated. They are misleading and unscriptural. (It is unfortunate that the 2007 Convention Resolution 1-01A states, "a revitalized congregation is regularly and consistently making new disciples who make new disciples." Apparently, nobody caught the error.)

Fixing Transforming Churches (Retain the useful prescriptions): A review of several congregations' consultation reports reveals that many of TC's prescriptions do have real value, and can be retained. The following are gleaned from about a dozen consultations, and are listed in no particular order:

  1. Outward focus: This is the main thrust of Transforming Churches. Although much of TC is error-filled and dangerous, there is no doubt that many congregations need to look beyond themselves. Outward focus can be encouraged without clubbing the members with Law-based programs, however, and referring to the unsaved as "the people God misses the most," is disingenuous and patently unscriptural. Nobody can know if God misses anyone the most, and if He does, who they may be. This expression needs to be purged from TC, while congregations need to be encouraged in this area. The TC prescriptions need to be studied in detail for specific ways in which this focus may be generated. Several of the following useful prescriptions speak to this particular prescription, as well.
  2. Plan and organize outward focus events: Community events are a good way to gain a presence within the local neighborhood. The members need to be familiar with the community of which they are a part. The possibilities are endless, and are limited only by the members' imagination, creativity, and willingness to risk. We must be careful, however, not to get caught up in a "seeker-sensitive" mentality.
  3. Visitors: Welcoming and follow-up with visitors is critical. Although not mentioned specifically, it is implied in many prescriptions. How we treat first-time and repeat visitors cannot be emphasized enough. More than one congregation has been described as "cold" and "unwelcoming." The pastor needs to be involved here, but the laity have a vital and critical role, as well.
  4. Assimilation: Sometimes an assimilation or discipleship/assimilation task force is recommended. It is not unusual for new members to find themselves in "limbo" after joining a congregation, without a way to break into congregational life. Or they are asked to join a board or committee with no preparation or instruction. A specific program for assimilation of new members is an excellent idea, one that no congregation can afford to be without. We should not forget our newly confirmed members, either. As communing members of the Body of Christ, they must be welcomed into the life of the congregation. In some ways, they are new disciples also, and ought to be treated as such, as they are at considerable risk of being drawn away from the church.
  5. Fellowship task force: Although TC focuses much of this prescription on only those outside the church, this prescription has good possibilities. Working with the pastor and evangelism committee/board/task force, this group can do much to both revitalize the current membership and do outreach. It can also aid in assimilation (4 above).
  6. Communications task force: Poor communications can have a negative effect on a congregation, and such a task force (small in number) might be able to do much to improve communications among the members. Several such communication issues include:
    a) Return all phone calls within 24 hours
    b) Email communications
    c) Sunday bulletins
    d) Monthly newsletters
    e) Weekly staff meetings
    f) Church Council and Board meetings
    g) Voters' meetings
  7. Leadership development: Leadership is undoubtedly a need in many congregations, and is a skill that can be taught. A training program, led by a TC coach, or outside consultant would be very beneficial. Such leadership development should include laypersons and the pastor. As noted above, the CEO role is not appropriate for the pastor, however he should be prepared to lead his congregation, even if it means occasional Left-hand kingdom business.
  8. Management training: This is a common prescription, related to (7) above. It ought to be offered to pastor and lay leaders alike.
  9. Facility improvements: Many prescriptions note the condition of the physical plant. Simple things like clutter and cleanliness are important to good first impressions, and to members' attitudes. More serious items such as maintenance of the facility may also need attention. Perhaps an architectural consultant may need to be employed. Handicap accessibility is also a very common issue. The exterior appearance also may need attention, from the standpoints of both attractiveness and of visibility.
  10. Finances: Financial issues often need attention, and prescriptions dealing with finances are very common. A need for "fiscal transparency" is a common concern. Here the Authority / Responsibility / Accountability (A/R/A) chain must be clearly spelled out. This is a legal, practical, and a stewardship issue. Congregations cannot afford to be lax or sloppy in this area. Related to financial issues are legal issues, including insurance, bonding of officers, employee relations, etc.
  11. Unhealthy Culture: A common prescription treats what TC calls an "unhealthy culture." Disagreements, factions, and inner strife are, sadly, often present in congregations. It may take professional counseling and genuine intervention to deal with such a tragic situation. TC has often identified such situations—again, consulting the specific prescriptions may help to provide direction and help. Here an understanding of the Office of the Keys is vital. See the recommendation below under "Office of the Holy Ministry (II) below, paragraph c). The passages cited there, especially those from Matthew & Ephesians, have application here.

This is not meant to be an all-encompassing and exhaustive list, but it can readily be seen that TC can make useful contributions by means of corrective and revitalizing prescriptions. As noted, a more detailed study of the specific TC prescriptions is needed, and assistance from the TC coaches, or district facilitators will probably be needed. Several LCMS congregations have posted their prescriptions on their websites. It may also be possible to obtain prescriptions from the TC officials in your district or circuit.

What Affects the Cost of Van Insurance?

Can Transforming Churches Be Fixed? Part 2: Correcting Errors (I)

Fixing Transforming Churches (Self Study): After a congregation signs on to TC, it soon receives a Self Study packet: information about the congregation that is to be submitted to the TC team for analysis prior to the prescription weekend. The following information is to be included (taken almost verbatim from Direct Hit, pp. 127-132):

  • Overview of congregation: history of congregation; list of staff positions; list of people who oversee ministry; description of physical plant; organizational structure, and organization chart.
  • Statistics (20 years), in tabular and chart form, including: Number of members baptized & confirmed); average Sunday worship attendance; Sunday School & Bible Class attendance; incoming & Outgoing Transfers; Baptisms, Infant and Adult; Adult Confirmations and Professions of faith; Average age of persons involved in regular activities; Percent of congregation that regularly attends Bible Class or small group; Number of persons involved in regular activities; Church budgets (2 years) including final receipts and expenditures & current balance sheet; Top ten giving units by amount (last year); Second ten giving units by amount (last year); Total number of giving units and average amount given (last year)
  • School/Daycare/Early Childhood: History of school and/or ECE, its staff positions, organization, etc.; School/ECE enrollment, 10 years; School/ECE mission statement; Visibility of School/ECE in congregation & in community; Congregational involvement in School/ECE; Written evaluation of School/ECE by director; Pastor Visibility with School/ECE; Coordination of School/ECE with evangelism & outreach; Baptisms & confirmations from ECE.
  • Other: Community Study/demographics; Core Values of Congregation (sample of leaders); Copy of constitution and bylaws; Samples of bulletins & newsletters; Minutes of last two voters' assemblies.
  • Results of five-question self-study (survey/meeting of representative sample)
    • What are the congregation's three greatest strengths?
    • What are the congregation's three greatest weaknesses?
    • What three changes would you like to see made?
    • Do the leaders want this congregation to grow significantly?
    • Are the leaders willing to make the difficult decisions required for change & growth?
Where is the Gospel in all of this? Other than baptismal statistics, it is absent. If a congregation's "health" is to be determined in terms of the Gospel, more information is needed. The following, listed in no particular order, should also be included in the self study, as indicators of the congregation's spiritual health:

• Number of Pastor's classes (10 years), including attendance of non-members and members
• Description of Pastor's Class: curriculum, duration, etc.
• Attendance at Holy Communion (10 years)
• Statement of Communion Policy
• Copies of Pastor's Sermons (electronic or print) for past six months
• Copies of church calendars for past two years at least
• Bible study topics & curriculum for past several years
• Description of confirmation class curriculum
• List of inactive members and resolution of same for past 10 years
• No. of home/hospital visits in past several years
• Minutes of board meetings: Elders, Evangelism, Stewardship, Properties, Education, etc.

The person or persons reviewing this information must be ordained ministers who are thoroughly familiar with the Book of Concord, Walther's "Theses on Church and Ministry" and "Proper Distinction Between Law and Gospel," among others. A review of the sermons should reveal whether the pastor is properly dividing Law and Gospel, and faithfully proclaiming the Good News. The pastor's and congregation's faithfulness in administering the sacraments, and Office of the Keys can also be gauged. Is the flock being fed, as well as led?

Of the five self-study questions above, the first three give an indication of attitudes within the congregation, but these should not substitute for the team's personal observations and findings. Are the last two questions appropriate and/or necessary? Change and growth are not the marks of the church, and these questions ought not even be included; they should be eliminated; besides they beg the question. Better such open ended questions as, "Tell me (us) about your officers and boards—what are they doing, how do they lead, what are their priorities, etc."

Fixing Transforming Churches (Prescription Weekend): About a month after the self-study information has been submitted, the TC consultant team arrives for a weekend consultation, as outlined in Scott Diekmann's Transforming Churches Network paper. The weekend includes meetings with staff, pastor and his wife, various groups, and concludes on Sunday with worship and presentation of the consultant team's report and prescriptions.

  1. The Gospel must be given priority and emphasized in all presentations, discussions, and "buzz sessions", contrary to all TCN literature and websites. The Gospel must be raised to the life-giving power of God to salvation on the entire weekend, not relegated to "Oh yes, that's important, too," as one participant reported.
  2. The Friday evening and Saturday sessions should begin with in-depth Bible studies and/or devotions, which have been assigned to the participants beforehand. Luke 15 and John 4:1-42 are just two appropriate texts—there are many more. Rather than only sociological and business models, the weekend should be bathed in scripture and prayer.
  3. The Saturday session should close with a confession-and-communion service (LSB, p. 290 or TLH, p. 46 with communion). All participants from previous sessions should be invited to this service. Here is visible and tangible evidence that the Gospel breathes life into a congregation, something the Law can never do. Such a service effectively brings the activities so far to a fitting conclusion, yet sets the stage for what is to come the next day.
  4. The Sunday worship service should also be a communion service. Although the team leader may preach the sermon, this service ought not be a "theme" service on change or transformation, but should simply be one of the Divine Service settings.
  5. The consultant's report should be presented after worship, not during the service, certainly not during the sermon! This ought to be an information meeting only. A formal vote should be postponed until the congregation has had time to digest and discuss the prescriptions in depth. After all the efforts of the past weeks, there is no need for a hasty decision—a vote at this time would be a serious mistake.

Do you remember Clara Peller? She was the little old lady that appeared at the window, holding a tiny hamburger in a large bun, demanding, "WHERE'S THE BEEF?" You can still see some of those Wendy's ads on the Web (http://www.youtube.com/watch?v=Ug75diEyiA0). With respect to Transforming Churches (TC), Clara might be asking a similar question of our synod mission executives: "WHERE'S THE GOSPEL?" The Gospel hamburger would be much tinier, while the TC bun would dwarf the burger. Indeed, the Means of Grace are conspicuous by their almost complete absence from TC: one can barely find any beef in the TC entree.

Transforming Churches has been shown to be a spiritually dangerous program for several reasons:

  1. It "transforms" the Gospel into Law—Justification by grace through faith is replaced with the Great Commission as the central article of faith; faithful people are clubbed with a truncated version of the Great Commission ("Make new disciples, [only]"), as the sweetness of the Gospel is replaced by the terror of the Law;
  2. It emasculates the office of the Holy Ministry, changing the pastor into a CEO: rather than a steward of the mysteries of Christ, he is master of the congregation, and the two kingdoms are hopelessly entangled;
  3. It turns the Priesthood of Believers into functionaries under the thumb of the CEO; the sheep are no longer to be fed, but rather organized into ministry brigades;
  4. It is threatening to the spiritual well-being of the members of our congregations; they are told to rely on themselves, while denying the promises in God's Word, thus destroying faith.

Some believe this non-Lutheran, non-confessional, non-biblical program ought to be abandoned; in fact, pastors and congregational members may be in need of spiritual rehabilitation after experimenting with TC. Yet many pastors and congregations do have legitimate concerns, declining attendance, for instance (see "Why revitalization" below), which raises the question: can and should Transforming Churches be "Lutheranized?" Is it possible to effect substantive changes to this program so that it can address the concerns of so many congregations, and still maintain scriptural and confessional integrity?

Transforming Churches (formerly Transforming Congregations—one wonders why the name change?) is not without its merits, albeit perhaps unintended. The emergence of this program has caused many of us to take a hard look at ourselves, and get back to our core beliefs and doctrine. When we place TC under scriptural and confessional scrutiny, its many flaws become apparent. Scott Diekmann's series on TCN (Transforming Churches Network) has exposed these flaws, based on a thorough-going review in the light of God's Word and the Lutheran Confessions. We should thank Scott for his "masterpiece" as one Lutheran theologian described it. We should also be grateful that TCN (or simply TC) has had the effect (though unintended) of renewing and revitalizing our scriptural and confessional awareness and identity. Let us look at TC then, with an eye to (1) discarding what is dangerous to our spiritual health (2) salvaging what is truly useful, and (3) adding generous prescriptions of real health-promoting Gospel correctives. When this has been done, TC may well undoubtedly be a shadow of its former self; its "transformational" identity transformed into a true revitalizing character.

Why revitalization? What are the issues facing our congregations? Why would a congregation think it needs "revitalization"? The most obvious is declining membership and attendance. Young people leave and do not return, and the remaining membership is steadily "graying." In many congregations, male activity and leadership is greatly diminished—it seems the church is becoming feminized. There are budget problems: one "growing" congregation reported that many of the new families have little or no history of proportional giving, and as the older members retire or move, their incomes are reduced, so the church budget must be slashed. It is difficult to find volunteers: board members, Sunday School teachers; burnout is common. There is urban flight and rural flight. And many Lutherans are drawn to the big-box community churches, with their feel-good messages, programs for everyone, and emphasis on sanctification. "We've got to do something," one man said to me. And TC seemed to be "something," so they did it. So have others—at least 265 congregations in the 24 participating LCMS districts (http://www.lcms.org/pages/rpage.asp?NavID=15150).

What does TC offer? TC promises hope—"your church can be transformed." A current TCN brochure promises growth—growth in attendance, members ("disciples") and growth in giving. TC says it can help you figure out what you are doing wrong (or not doing at all), and help you fix it. Unlike equally dangerous Natural Church Development (NCD), large numbers of people are not required for TC, and, unlike NCD, it is very inexpensive. Districts offer weekend consultations and a year of coaching at minimal cost to the congregation. There is activity: focus groups, self-study documents must be gathered, organized, and submitted. Leaders and non-leaders are involved; the pastor may preach on the upcoming consultation, and there may be "temple talks." Part and parcel of TC strategy is that a sense of urgency is imparted— things must change—TC promises that they will.

The philosophy of TC. The underlying philosophy of TC seems to be "The Law is our friend." The Gospel is information only, and has no inherent power; the sacraments get no mention—whether in Paul Borden's Direct Hit or on a typical Lutheran TC weekend. The vehicle for administering this Law-based program is the Accountable Leadership Model. One pastor has said that Jesus saved us so that we can make new disciples, another that "we are saved for service," in effect saying, "Jesus saved you, so get to work!" These are not isolated instances: the TC leaders say the same. In Direct Hit Paul Borden belittles faithfulness, equating it with a "maintenance mentality." Vision, growth, "cosmic praying," and "dynamic leadership," define the effective pastor/CEO, who is restoring his congregation to health (translation: growth). The absence of the Gospel and the Law/Works character of TC, and the massive by-law changes required by TC project a transformation that is decidedly unhealthy, both for the congregation and the pastor. The truncated TC version of the Great Commission is "Go into all the world and make [new] disciples— period." Inherent in the TC philosophy is decision theology.

Can any good come from TC? The issues facing many congregations are real and they are serious. Revitalization seems to hold out hope for turning things around. Despite its many and obvious flaws, TC does have some potential for good. TC's concern for those outside the church is admirable—missions of all types have always been a priority in the LCMS. The emphasis on reaching out to the unsaved is commendable and raising the sensitivities of the members is praiseworthy. The self-study process, with some modifications, can be very helpful. The weekend consultation needs major revisions, but could effect some positive results, as specific issues within each congregation are identified. For instance, concerns about the physical plant, maintenance, and appearance of the facility are often well-founded. Assimilation of new members is often an issue, as is friendliness toward visitors; follow-up with visitors is also a common failing. Focus on the surrounding community is emphasized. TC appropriately makes much of the chain of Accountability/Responsibility/Authority, a common failing in many congregations.

Fixing Transforming Churches (Overview): If we truly believe that it is indeed through the Means of Grace—Word and Sacrament—that Christ builds His church, then these means ought to predominate throughout TC from self-study to consultation weekend, from "strengths" to "concerns" to "prescriptions." Church consultations should be viewed through "Gospel eyes," rather than "growth eyes": all aspects of TC should be "bathed" in the Gospel, and in prayer. The Gospel is glaringly omitted from TC. At best, it is a "given"—information only. TC promotes its own Means of Growth—the Means of Grace are nowhere to be found. The Gospel must predominate, however, for it alone is the "power of God to salvation" (Romans 1:16). A.C. IV, V, VI, and VII will serve to frame our overhaul of TC:

Augsburg Confession, Article IV & V: "Furthermore, it is taught [in our churches] that we cannot obtain forgiveness of sin and righteousness before God through our merit, work, or satisfactions, but that we receive forgiveness of sin and become righteous before God out of grace for Christ's sake through faith when we believe that Christ has suffered for us and that for his sake our sin is forgiven and righteousness and eternal life are given to us. For God will regard and reckon this faith as righteousness in his sight, as St. Paul says in Romans 3:21–26 and 4:5. To obtain such faith God instituted the office of preaching, giving the gospel and the sacraments. Through these, as through means, he gives the Holy Spirit who produces faith, where and when he wills, in those who hear the gospel. It teaches that we have a gracious God, not through our merit but through Christ's merit, when we so believe."

Augsburg Confession, Article VI: "Likewise, they teach that this faith is bound to yield good fruits and that it ought to do good works commanded by God on account of God's will and not so that we may trust in these works to merit justification before God. For forgiveness of sins and justification are taken hold of by faith, as the saying of Christ also testifies [Luke 17:10]: "When you have done all [things]. . . say, 'We are worthless slaves.' " The authors of the ancient church teach the same. For Ambrose says: "It is established by God that whoever believes in Christ shall be saved without work, by faith alone, receiving the forgiveness of sins as a gift."

Augsburg Confession, Article VII: "Likewise, they teach that one holy church will remain forever. The church is the assembly of saints in which the gospel is taught purely and the sacraments are administered rightly. And it is enough for the true unity of the church to agree concerning the teaching of the gospel and the administration of the sacraments. It is not necessary that human traditions, rites, or ceremonies instituted by human beings be alike everywhere. As Paul says [Eph. 4:5, 6]: "One faith, one baptism, one God and Father of all . . ." (Kolb-Wengert, Book of Concord).

TCN advocates be forewarned: This diagnosis and prescription will require major surgery, large doses of Gospel medicine, significant "transplants" and major "lifestyle" changes!

What God did in His Law demand and none to Him could render
Caused wrath and woe on every hand for man, the file offender.
Our flesh has not those purse desires the spirit of the Law required,
And lost is our condition.

Once you have sort out your ideas, its time to come up with a powerful headline. Go over through them not once, twice but many times. One useful tip is to use the plural tense that’s right because it highlights the numerous benefits. Sprinkle with action words these make your customers sit up and take notice.

Study them. Once you’ve absorbed them, then you can begin to create various headlines. That?s right! I said headlines in the plural. Don?t settle just on one. Get those inherent creative juices flowing. Power your headlines with strong action verbs.

You can also combine all the best headlines to create another powerful headline. The more headlines you have, the better.

As you develop these stronger ones, you may not want to narrow it done to a single headline. Maybe you have two or even three headlines you like. That’s fine. Why not use them all? Yes, use all three of these. If you truly believe all fill the bill of answering the question What’s In It For Me?? then use all of these headlines. This could be a wonderful opportunity to test the effectiveness of them. In this way you can discover with one works the best. In the next mailing you may want to use only the strongest of these then.

It will take a lot of time and patience. Remember, Rome was not built in one day. You’ll have to do some trial and error at first but once you get the right ?formula? everything will flow smoothly after.

In fact, there’s no reason in the world that the title of this article? Never Underestimate the Power of a Headline? shouldn?t be posted somewhere in your office? someplace prominent. Remember the 1989 Tiananmen Square protests in China, which eventually resulted in bloodshed? The same thing has happened in the Lutheran Church – Missouri Synod when the Southern Illinois District temporarily blocked the inevitable march of the Synod's Ablaze! money making machine, Fan Into Flame.

Last February, at the Southern Illinois District’s Convention they voted not to fund Fan Into Flame and instead resolved to fund their own alternative plan. Not so fast, says the LCMS Commission on Constitutional Matters. The CCM has issued a not-so-subtle reminder that the SID's resolution is null and void. The tanks continue to roll. A pastor of the Synod, in an e-mailed March 18, 2009 letter, asked the following questions regarding an agency's possible negative response to an action taken by the Synod.

Opinion: An agency of the Synod is defined in Bylaw 1.2.1 as follows:
  1. Agency: An instrumentality other than a congregation, whether or not separately incorporated, which the Synod in convention or its Board of Directors has caused or authorized to be formed to further the Synod's objectives.
    1. Agencies include each board, commission, council, seminary, university, college, district, Concordia Plan Services, and each synodwide corporate entity.

As defined, an agency is an instrumentality authorized, formed, or created by the Synod in order to fulfill or further the Synod's objectives. As suggested by the questions, a district is certainly an agency of the Synod.

Bylaw 1.4.1 describes the relationship of the Synod to all of its officers and agencies:

The delegate convention of the Synod is the legislative assembly that ultimately legislates policy, program, and financial direction to carry on the Synod's work on behalf of and in support of the member congregations. It reserves to itself the right to give direction to all officers and agencies of the Synod [emphasis added]. Consequently, all officers and agencies, unless otherwise specified in the Bylaws, shall be accountable to the Synod for all their actions, and any concerns regarding the decisions of such officers or agencies may be brought to the attention of the Synod in convention for appropriate action. This provision does not apply to specific member appeals to the Concordia Plans, which has its own appeal process for such cases.

Certain agencies of the Synod, including districts, have particular authority to make recommendations to the Synod through its national convention. In doing so, however, agencies of the Synod, including districts, are not allowed to ignore or overrule the decisions of the Synod, but rather to influence or seek to influence the Synod through its conventions. Bylaw 1.4.2 reads as follows:

The delegate convention of each district of the Synod receives reports and counsel from the national Synod, makes recommendations thereto, assists in implementing decisions of the Synod, and adopts or authorizes programs to meet the unique needs of the district.

With respect to districts as agencies of the Synod, districts hold a special relationship to the Synod. As indicated in Bylaw 4.1.1: "The Synod is not merely an advisory body in relation to a district, but establishes districts in order more effectively to achieve its objectives and carry on its activities." Bylaw 4.1.1.1 is even more explicit as it relates to districts: "A district is the Synod itself performing the functions of the Synod. Resolutions of the Synod are binding upon the districts." Bylaw 1.3.6 makes clear a district's responsibility over against resolutions of the Synod: "Districts and circuits as component parts of the Synod are obligated to carry out resolutions of the Synod and are structures for congregations to review decisions of the Synod, to motivate one another to action, and to shape and suggest new directions."
Some resolutions of the Synod are intended to require participation by every agency of the Synod. Others are intended to encourage, but not require, participation by agencies of the Synod. Yet others may identify specific goals or objectives of the Synod, leaving to agencies of the Synod to determine whether or not the initiative falls within their area of expertise or responsibility. To the extent that a resolution of the Synod establishes an initiative directing action or participation by an agency of the Synod, whether a district or other agency, it is not the prerogative of the agency to determine whether it wants to participate. Rather, it is required as part of its covenant with the Synod to do so. The refusal of an agency of the Synod, including a district, to follow or accept the resolutions of the Synod is without authority and should be considered null and void.
This issue has been raised in the past. For example, in Ag. 632 (1974) the Commission on Constitutional Matters opined: "All resolutions of districts which provide for district action which is in conflict with the above are unconstitutional and therefore null and void (Article XII, 2; Bylaw 3.07). Districts and district presidents are obligated to carry out the resolutions of the Synod (Article XII, 9, a; Bylaw 3.07, a)." [The referenced Bylaw 3.07 is now Bylaws 4.1.1 and 4.1.1.1 in the 2007 Handbook.]
Similarly, with respect to doctrine taught and practiced by the Synod through its resolutions, the issue has previously been raised in Opinion 00-2212, as follows:

Bylaw 2.39, c [2007 Handbook Bylaw section 1.8] describes the procedure for dissent to doctrinal resolutions of the Synod by members of the Synod. Districts are not members of the Synod but are divisions of the Synod, "the geographical boundaries of which are determined by the Synod and are altered by it according to circumstances" (Article XII, 1). "The Synod establishes districts in order more effectively to achieve its objectives and carry on its activities" (Bylaw 4.01) [2007 Bylaw 4.1.1]. As such, districts "as component parts of the Synod are obligated to carry out the resolutions of the Synod" (Bylaw 1.05, f) [2007 Bylaw 1.3.6]. An official action by a district, therefore, to file an expression of dissent to the Synod regarding a doctrine taught and practices by the Synod is out of order and, therefore, null and void.

In circumstances where the Synod has adopted a resolution calling for action or participation by a specific agency of the Synod, or by all its agencies, the agency is not at liberty to ignore that resolution. Any attempt by the agency to pass a resolution calling for the agency's disobedience of such resolution is without authority and thus should be considered null and void. Under such circumstances, the matter should be brought to the attention of the President of the Synod, who is charged under Bylaw 3.3.1.2: "The President shall oversee the activities of all officers, executives, and agencies of the Synod to see to it that they are acting in accordance with the Constitution, Bylaws, and resolutions of the Synod."

Remember the 1989 Tiananmen Square protests in China, which eventually resulted in bloodshed? A lone man bravely stood in front of a column of rumbling Chinese tanks, temporarily blocking the inevitable march of totalitarianism. The same thing has happened in the Lutheran Church – Missouri Synod when the Southern Illinois District temporarily blocked the inevitable march of the Synod's Ablaze! money making machine, Fan Into Flame.

Last February, at the Southern Illinois District’s Convention they voted not to fund Fan Into Flame and instead resolved to fund their own alternative plan. Not so fast, says the LCMS Commission on Constitutional Matters. The CCM has issued a not-so-subtle reminder that the SID's resolution is null and void. The tanks continue to roll. 93. Agency Resolutions and Synod Actions (09-2556)

A pastor of the Synod, in an e-mailed March 18, 2009 letter, asked the following questions regarding an agency's possible negative response to an action taken by the Synod.
